SESSION ONE

How Does City Government Work? — Part I

Elected officials will describe the basic structure of Ogden’s government and explain their roles and responsibilities within that government. This session will include a description of the city’s engagement model and explain opportunities available for residents to become involved in government.

SESSION TWO

How Does City Government Work? — Part II

This session will focus upon the general operations of city government. Participants will learn about the various departments and services the city government provides to residents and receive information about the many options for careers in local government.

SESSION THREE

Campaigns & Elections

During this session, Citizens Academy students will learn about the technical details of running for election and how to organize a campaign. They will also have the opportunity to put that knowledge into action by mounting their own campaigns or supporting the campaigns of their fellow citizens. This session will include a mock election to fill all elected city positions, and “newly elected” officials will appoint others to staff positions.

SESSION FOUR

City Council Simulation

During this final session, Citizens Academy “elected officials” and “appointed staff” will conduct a City Council meeting. Each participant will perform a designated role. The roles available will include:

  • Mayor
  • Council Chair
  • Council Vice Chair
  • City Council Members (5)
  • Council Executive Director
  • Chief Administrative Officer (CAO)
  • City Attorney
  • Policy Analysts
  • City Recorder
  • Planning Manager
  • City Engineer

Participants will have the opportunity to watch video of a City Council meeting before attending this session. Each participant will receive a video link of a prior meeting, in addition to an agenda and packet of information for the mock meeting. Appointed staff will provide presentations based on meeting content, and elected participants will have the opportunity to vote and comment on various agenda items. Each Citizen Academy participant will have the opportunity to meet with incumbents who fulfill the actual roles and receive coaching for the simulation. Incumbents will help participate in the role of the general public during the public comment portion of the meeting. The meeting will be video recorded.

Following the meeting, participants will receive certificates of completion during a reception. We will provide participants with the video link of the simulated Citizens Academy meeting as well as the actual City Council meeting where the discussions simulated originally occurred.
